PowerOptions, Inc. is a non-profit energy purchasing consortium formed by the Massachusetts Health and Educational Facilities Authority (Mass HEFA) to take advantage of the competitive energy markets opened in the late 1990s. Since that time, PowerOptions has become one of the largest and most influential buying consortiums in the region. It has over 500 members, including many religious and spiritual institutions. Currently, the members participating in the program have about 220 MWs of electric demand and 11 million dekatherms of natural gas under its supply contracts. Any non-profit organization in the state may take advantage of PowerOptions’ pricing and contract terms simply by becoming a member of PowerOptions. Membership is simple and costs a nominal fee based on the size of the organization’s annual energy bill.
The PowerOptions contracts offer members a variety of options for pricing and length of term. Direct Energy is the electric supplier for PowerOptions through May 2011. Hess Energy is the natural gas supplier through October 2011. PowerOptions is in the process of soliciting new supply for the period beyond 2011. The PowerOptions programs offer all-in fixed prices as well as more flexible pricing depending on the members’ willingness to take on market risks. The payment and credit terms negotiated by PowerOptions are very favorable relative to the market, are simple and easy to implement.
